Text of Mandatory Food Rescue Donation Act Bill

Title: Mandatory Food Rescue Donation Act
Because One out of every 7 people in the United States is food insecure, a condition marked by not knowing when, or if, they will receive their next meal, and because food establishments throw away over 40% of edible food that passes through their systems merely because it is not fresh, not bad, just not fresh.
This bill would marry two needs:

1. Feeding our hungry.

2.Protecting our environment from the massive amounts of uneaten food, hundreds of billions of pounds each year that wind up polluting our landfills, decomposing into methane gas a major source of global warming.



Bill Text

Any establishment in which food sales make up more than 20% of gross sales will be required to install a special food rescue donation freezer in their establishment. Each day all food that is deemed no longer  appropriate for sale but is
1. Still edible but no longer fresh.
2. On the cusp of it's expiration date
3. Whose sell by date is passed but by virtue of it's being deemed safe to consume after it's sell by date is passed
Would be required to be frozen in above said freezer.
Each day, or whenever freezer is full, same establishments will be required to either have a working arrangement in advance with a local food pantry or be free to call any food pantry that is in possession of a matching donation freezer on demand to pick up contents of freezer. Food pantry will take all responsibility for distributing food to the hungry.



Bill sponsors footnote: This bill's intent is to eradicate hunger in the United States by using the food we have already produced, reclaiming it in a responsible way from endangering our fragile ecosystem.
It's intent is to protect our environment by limiting the amount of edible food that is allowed to be thrown into our landfills decomposing into methane gas a major source of global warming and to feed our hungry by using what we already have, that no longer has any monetary value for sale.It is to respect animals whose lives were sacrificed to feed others from being callously thrown away before fulfilling the reason for their sacrifice which was to feed

I have searched through other citizens proposed bills to make sure I am not replicating others efforts.

I genuinely have a proposal for something new
The source of funding for this legislation will come from said freezer being recognized as a recycle bin and as such the financial responsibility of the business establishment to purchase.

The financial responsibility of picking up and distributing the food will fall to the food pantry that takes possession of it.
