Text of Mandatory Food Rescue Donation Act Bill

Bill Number :

Title: Mandatory Food Rescue Donation Act
Because One out of every 7 people in the United States is food insecure, a condition marked by not knowing when, or if, they will receive their next meal, and because food establishments throw away over 40% of edible food that passes through their systems merely because it is not fresh, not bad, just not fresh.
This bill would marry two needs:

1. Feeding our hungry.

2.Protecting our environment from the massive amounts of uneaten food, hundreds of billions of pounds each year that wind up polluting our landfills, decomposing into methane gas a major source of global warming.



Bill Text

Any establishment in which food sales make up more than 20% of gross sales will be required to install a special food rescue donation freezer in their establishment. Each day all food that is deemed no longer  appropriate for sale but is
1. Still edible but no longer fresh.
2. On the cusp of it's expiration date
3. Whose sell by date is passed but by virtue of it's being deemed safe to consume after it's sell by date is passed
Would be required to be frozen in above said freezer.
Each day, or whenever freezer is full, same establishments will be required to either have a working arrangement in advance with a local food pantry or be free to call any food pantry that is in possession of a matching donation freezer on demand to pick up contents of freezer. Food pantry will take all responsibility for distributing food to the hungry.



Bill sponsors footnote: This bill's intent is to eradicate hunger in the United States by using the food we have already produced, reclaiming it in a responsible way from endangering our fragile ecosystem.
It's intent is to protect our environment by limiting the amount of edible food that is allowed to be thrown into our landfills decomposing into methane gas a major source of global warming and to feed our hungry by using what we already have, that no longer has any monetary value for sale.It is to respect animals whose lives were sacrificed to feed others from being callously thrown away before fulfilling the reason for their sacrifice which was to feed

I genuinely have a proposal for something new
The source of funding for this legislation will come from said freezer being recognized as a recycle bin and as such the financial responsibility of the business establishment to purchase.

The financial responsibility of picking up and distributing the food will fall to the food pantry that takes possession of it.

Each day any food that is deemed no longer appropriate for sale but is still perfectly edible must be fast frozen in freezer instead of tossing it in dumpsters. Each day same establishments will either have a working arrangement in advance with a local food pantry, or will be free to call any pantry on demand to pick up contents of freezer. Food pantry will take all responsibility for collecting and distributing food to the hungry.

We Need High Quality Food Donations Not Just Day Old Pastries

Most food donations from food establishment consist mainly of non perishable items such as bread and pastry. People in starvation mode need protein and produce. The very foods they desperately need are tossed away for fear of spoilage. A simple solution to this is to require each large food establishment to have a special food freezer that all spoilable foods that are destined for the garbage bin simply because they are not "fresh" mind you not bad simply not fresh, be placed in the freezer and frozen on the spot. Thus frozen this food has an incredible life span before it spoils. Then food pantries would be called in to take charge of the distribution of this food in these freezers.. This type of recycling will also save our environment from the incredible burden that is placed on it,by the decomposition of this tremendous amount of food producing an enormous amount of methane gas, a main component of global warming.
So simple,Freeze instead of toss, call in the food pantries to distribute.
This will completely eradicate all hunger in the U.S. We can then use the money freed up from using the food we already have instead of buying new food (like most stores ask ,would you like to donate a dollar to feed the hungry, while they are throwing away over one third of all the food that goes thru their systems) to pay for food to be sent abroad.

John Steinbeck - Brilliant Humanitarian

The works of the roots of the vines, of the trees, must be destroyed

to keep up the price, and this is the saddest, bitterest thing of all.

Carloads of oranges dumped on the ground. The people came for miles to

take the fruit, but this could not be. How would they buy oranges at

twenty cents a dozen if they could drive out and pick them up? And men

with hoses squirt kerosene on the oranges, and they are angry at the

crime, angry at the people who have come to take the fruit. A million

people hungry, needing the fruit- and kerosene sprayed over the golden

mountains. And the smell of rot fills the country. Burn coffee for

fuel in the ships. Burn corn to keep warm, it makes a hot fire. Dump

potatoes in the rivers and place guards along the banks to keep the

hungry people from fishing them out. Slaughter the pigs and bury them,

and let the putrescence drip down into the earth.

There is a crime here that goes beyond denunciation. There is a sorrow

here that weeping cannot symbolize. There is a failure here that

topples all our success. The fertile earth, the straight tree rows,

the sturdy trunks, and the ripe fruit. And children dying of pellagra

must die because a profit cannot be taken from an orange. And coroners

must fill in the certificate- died of malnutrition- because the food

must rot, must be forced to rot. The people come with nets to fish for

potatoes in the river, and the guards hold them back; they come in

rattling cars to get the dumped oranges, but the kerosene is sprayed.

And they stand still and watch the potatoes float by, listen to the

screaming pigs being killed in a ditch and covered with quick-lime,

watch the mountains of oranges slop down to a putrefying ooze; and in

the eyes of the people there is the failure; and in the eyes of the

hungry there is a growing wrath. In the souls of the people the grapes

of wrath are filling and growing heavy, growing heavy for the

vintage.”

There is No Right Way to Give out Food, There is only Giving out all the Food You Can

The measure of the greatness of any nation is in how the poorest of that nation are treated.
The poor are truly people in crisis.
 By taking away means after means of survival for people that are in a desperate situation, we are only making the situation worse.
 Some make think to put these people out of one's sight improves their own life but in fact it cannot. Only actions taken in love not fear can improve the quality of life for everyone.
We must look to decriminalize poverty and not to shoulder the poor with more and more decreasing quality of life.
We must let those that want to share food and love, with people that need love and food, to share it. To  embrace this sharing  as a good thing.
You cannot cut government aid  to the hungry, then declare it a criminal action for those with the resources to provide food to provide it.
And you cannot tell people who are starving that  they cannot ask for money for food when they have no other means to obtain food.
What you are offering these people is equivalent to a death sentence, and I can assure cutting off every means of survival for any individual can only lead to bad never good.
Reach out your hand to help up, not to strike down and when it is your hand that needs help it will be given to you in exact accordance to what you have given others.
That is Karma.
